WAS IT STEPHEN MILLER who drafted the tariff program?
Because quite clearly it was NOT some quite scholarly economist.
Why is Miller a suspect as being the drafter? Because the policy as detailed and rolled out by DJT is too simplistic, too aggressive, too impatient, and extremely lacking in world affairs economics sophistication. AND also because... His current job role is-- deputy chief of staff ---for POLICY.
And ALSO because...
According to 'Chaos Under Heaven', [a book by Josh Rogin], Miller has long been part of a group of officials that want Trump to "speed the downfall" of the Chinese Communist Party, and that he "believes in economic nationalism, the return of manufacturing from abroad, and the protection of domestic industries, even at the expense of free trade."

Or was it Navarro with collaboration from Miller? Those two seem the most likely suspects AT THE MOMENT.

It's also curious to observe that in all the hubbub which ensued after the program was formally announced, not ONE JOURNALIST on the national radar, NOT ONE, asked aloud-- WHO DRAFTED THIS PLAN? Certainly it was not POTUS Trump, who neither has the time nor, in general, does such type of work. Such WORK is done by staff, and the obvious question is WHO put this plan together? Who's work is it? ...NOBODY visible on radar in the realm of journos even asked the question aloud; NOT ONE..... Isn't that rather bizarre?
